The strength of GINGER lies in its collaborative ecosystem, which connects institutions, universities, anti-fraud authorities and private-sector actors from different European countries. By combining operational experience, academic research, and technological expertise, the project promotes a multidisciplinary approach to preventing and detecting irregularities in EU agricultural funds.

The project is coordinated by UnitelmaSapienza and aims to foster long-term cooperation between organisations operating at different levels of the CAP management and control system.

A central role within the project activities is played by the Anti-Fraud Coordination Services (AFCOS) of Italy, Latvia and Croatia, which contribute operational experience in anti-fraud coordination, institutional cooperation and compliance mechanisms at both national and European level.

GINGER also involves several public institutions directly involved in agricultural governance and public administration. The Italian Agricultural Payments Agency (AGEA) provides expertise in the operational management and control of CAP funds, while the Council for Agricultural Research and Economics (CREA) contributes specialised knowledge in agricultural research and policy. The National Institute for Insurance against Accidents at Work (INAIL) adds an important institutional perspective through its long-standing experience working with the agricultural sector and public risk management.

The academic component of the network combines expertise from different disciplinary areas. The Department for Innovation in Biological, Agri-food and Forest Systems Department (DIBAF) of the University of Tuscia and the Department of Agricultural, Food and Environmental Sciences Department (DSA3) of the University of Perugia contribute scientific knowledge related to agricultural, environmental and food systems, helping to contextualise fraud risks within the realities of the sector. At the same time, the ImpreSapiens Research Centre of Sapienza University of Rome supports the project with expertise in digital transformation, innovation, and public-sector governance.

The project also benefits from the contribution of SAS Institute Srl, whose experience in advanced analytics, artificial intelligence, and risk assessment technologies supports the development of innovative approaches to fraud detection and prevention.

The GINGER’s network is open and dynamic: throughout the project, additional organisations, experts and stakeholders with an interest or competence in the field of anti-fraud, digital innovation, agricultural governance, and public administration are encouraged to join and contribute to the initiative.
